I just looked at my 31 shell, it sure looks like a rivet to me. I can't see the underside, but the top sure looks like a rivet head.

Yes, unfortunately it can! It can get wedged between the ring gear/ flywheel and either jamb it so it won't turn over, or crack the bell housing. You might be able to fish it out by dropping down...

The picture you show for the new handle is correct for a 30-31 with the E brake handle on the right. In the "used" looking picture the ratchet is installed up-side down.

I believe a pad was used on all the body blocks. It also served as anti-squeek. If you put one pad, same thickness on each block, then you would still have the same affect as none, but just one pad...

The front actuator has press in grease fittings. If you see threads then someone before you threaded them.

Been doing it for 30+ years when I have worked on a horn. Never an issue and it seems to hlelp the RPM to your point above for the tone of the horn. Just my experience however.

30-31 original radiators were elongated or kind of oval - they had 102 tubes

Original radiator depending on manufacturer:
Ford - 4 rows, 94 tubes
Flintlock - 4 rows, 109 tubes
McCord - 5 rows, 87 tubes

Then I counted about 7 fins per inch on my original 1928 radiator.
