I believe a pad was used on all the body blocks. It also served as anti-squeek. If you put one pad, same thickness on each block, then you would still have the same affect as none, but just one pad higher. You didn't mention if your hood aligns, if the rumble seat lid closes properly. You may also see some issues of alignment with the rear fender and splash aprons with no pads.
