I have used lacquer thinner on rubbber fuel line to removed the lettering and it worked fine. Should work on plug wires too.

thanks everyone for replies. I want to remove so I can paint the rusted bezel. If it feels like it is going to break, I may just leave in place and paint.

I've never had any luck with penetrating oil, unless I can get the part to turn a little so the oil will soak in. Heat has always worked for me. Could not complete any project without the torch.
