radiator shell lacing please advise

I ordered a-16739-b lacing from snyders and did not receive the rivets
or maybe I throw them out with the plastic bag??

can I use regular rivets I have a rivet gadget and rivets. seems to require
25 rivets is that necessary to put them all in ?

what do you thing if I use goop [glue] and no rivets.

will buff and polish shell while waiting for your input.
