Default Fuel Filter issue

I recently installed an in line fuel filter(the car never had one). After running for about 20 minutes the car stalled and ran the fuel filter dry. I tried releasing the gas cap thinking it was a vapor lock, no change.

I have an external fuel valve under the hood, before the filter, making it easier to service the filter.

During this stall out, I remove the fuel line after the filter, open the valve, no fuel comes out. Then I open the fuel line before the filter and fuel flowed easily.
I changed the filter, thinking I got a defective one. Ran the car for 20 minuted or so, same problem.

I have eliminated the filter and will test drive today. Any suggestions?
