These covers, along with their seeming scarcity begs the question......did they tend to cause squeeks and rattles, therefore causing folks to trash them? DD

They were aftermarket items, not Ford-released parts. Their attraction is elusive as they serve no useful purpose with the original wheels in place given that the wheels themselves cover the openings in the drums and have the negative attribute of adding to the vehicle's unsprung weight. Perhaps their appeal would be with post-'39 wheels mounted on the '32-'35 drums where the openings in the drums would not be completely covered.
