If memory serves, the way you have it is the only way it'll line up with the frame rail. This bracket was used very early in production and after finding that the pan cracked in short order, Ford changed the design. That little bracket was originally tack welded to the pan.
As a side note of sorts; if those are reproduction pans, you are best served to test fit them to both the fender and body / fender assembly to the body & grille prior to paint.
Thye repros were nice but I'd never had a single one fit correctly.
