Default 1940 Pickup - Ebrake Cable Hold Down

On the e-brake cable there is a hold down that you can bolt to somewhere. I don't see an obvious spot where this would go. On my 1950 I believe it went to a transmission bolt, but I don't think the cable is routed the same way on a 1940

Attached are three pictures, which I hope will make clear what I'm asking.

The black hold down on the cable.
