Air scoop? Nope.
It's an engine breather.
Early design had a metal screen to keep the rocks out. Later models were stuffed with some type of mesh similar in appearance to coarse steel wool.

Photo attached is the later design...I think this one was used 1937 through 1948.

He was. It is not an air scoop. It is an engine breather.
