You might get more responses if you remind people what model you have. In a previous post, you mentioned that it is a 33 Tudor, but worth mentioning again.

I'm not familiar with these cars so I can't answer your question. Hopefully, some of the guys that know these cars well will chime in.

I cant be certain but it seems based on some pictures from the parts manual (notably for a vehicle that is not the same as yours) that the bolt would go through frame and tank. The bushing would go next followed by the washer and then the nut.
