Brand new engine won't start

I'm not really sure if he checked the switch or not. I will though tomorrow.
What has me puzzled is that he's got it to start two or three times in the last
month or so. You'd think it would either start every time or not at all.
I hope it's a simple ground issue or a loose wire.
