Several folks over the years have adapted Tudor seats to Victorias. I've never paid much attention to what they did but you can certainly adapt a hinge to the front of a Tudor seat but I'm not sure if a Tudor seat will sit too low in the front with a Victoria type hinge. The rear seat pegs may also require changes. They are not adjustable on the Tudor seats and are located at the rear corners which will likely miss the center seat support platform on the floor. As you can see in the pic below, the adjustable rear supports are further forward and actually screw into "D" nut placed in the center of three holes in the backrest support bracket just above the wooden base.
