How much is actually useable to make a safe car?

Sounds strange, but really, what you are describing is often a worn out beast that needs everything.

A running moving A does not mean much as there are many that run and move, but few of the parts would be what you want on a car you actually would drive on the road.

The most important question would be Title? Does it have what you need to get a title? Which body style is the title? A tudor title does not have the value of a cabriolet or roadster title.

A chassis starts at scrap value and then start adding on value as you find out what is worth something. A title is worth a few hundred, an engine built by a known builder with provable quality parts adds more and so on.

Anyway, just my opinion. I like to see some value for my money. At $3000+ I expect a complete and decent basic tudor or most of a rusty high end car.
