That kind of looks like old, 70's and 80's pre-ethanol gas tank sealer to me that has probably been dissolved or partially dissolved back to metal by our modern day wonder-gas. The whiteish, tan looking stuff. I cleaned tons of it out of my Model T gas tank (and carb bowl) once I finally figured out what it was. Just my guess.
