Default U joint housing bolts

Finally putting my ‘28 back together. I have the split shaft service brakes so I have the old clamshell. I installed everything with a bolt kit from one of the suppliers. According to all the prints I find there are no lock washers used.

When assembled I am seeing that the castellated nut is so far below the hole drilled for the cotter pin to effectively make it useless. Suggestions?

I could add lock washers to everything.
I could add flat washers to everything.
I could clean the original hardware and reuse it (least favorite option)
