Default Stuck oil seal retainer - steering lower bearing assembly

7-tooth steering box. I have it pulled apart and cleaning it and I can not remove the nut- oil seal retainer in the steering lower bearing assembly.

The plate with the 4 hold for the mounting bolts is loose enough it can rotate a bit so if I clamp up on it - just spins the central body of the assembly.

I tried using something in the oil hole to try and hold the body but it still spins out of a vise.

Any tips for loosening it? I don’t feel like buying a new assembly for $100+

Got it done. Used a hex wrench in it tonight. The felt packing was essentially gone and the retaining nut had been tightened hard against the base.

Also re-staked the plate on the assembly. You can see the small dots in the last photo.
