Anyone else had this issue

Bought a head stud set and one of the “short” head studs on each side of the block is shorter than all the rest and does not allow for full thread engagement of the hex nut? ALL the other studs are right at the top surface or are slightly protruding the hex nut with the washer installed!! I know this needs to be replaced but wonder IF this has been an issue for any others?
