What is the name of the blue paint color that was used on the 1940 standard coupe hubcaps and the chrome hood emblems.

I'm not certain if there was a name for that color. There was an "M" code associated to it that will be of no use to you.
A VERY accurate replacement is Sign painters One Shot, Reflex Blue. That can be found at Hobby Lobby and other places online.
