Default King Pin Shims 1950 Merc

The king pin "kit" I received (Dennis Carpenter) included several shims and the 1949-1950 Mercury "Shop & Overhaul Manual" does not discuss using shims. My question is "are the shims placed on top of the thrust bearing or inside of the thrust bearing". When I removed the old parts, I found shims inside of the thrust bearing. I would appreciate any assistance that you can provide
