Default 36 spare tire cover lock retainer clip

I need a 36 spare tire cover lock retainer clip. The clip holds the lock cylinder into the piece that keeps the faceplate from being removed for access to the 3 bolts that hold the tire on. I've tried a snap ring but it interferes with the spring action that pushes that locking plate off the big dish.
I seem to remember a spiral split ring thingy that there were some remnants of when I acquired the lock setup years ago.
Anyone know of this bit of unobtainium?

John, Here's an exploded view of the lock components that may help you identify whats missing.

Don , since my car is up in Maine and I am in Georgia till summertime,, just to be safe I would say the snap ring and the thick washer are what I need.
I have the lock and the spring.

For clarification purposes -- the piece labeled lock cylinder in Don's picture is not the actual lock mechanism --a lock fits in that housing. It is held in by a set screw in the side of that and the snap ring covers the screw and hole.

I may be incorrect but I think the order of assembly goes like this:
spring onto lock assembly, thick washer, then the snap ring holding all of it together.
SO, who or where might I find the washer and the snap ring?

Lock into the lock cylinder
Use set screw to lock lock
Washer
Spring
Turn key in lock to pull in tabs to install in cap
Use a 1 inch pcv piece of pipe to help push the lock assembly down in the cap, so that you can install the snap ring.
You can use a snap ring piers, but you will need to grind one of the snap ring ends so you can get a grip on the snap ring.
Or, the two large screw drivers work, but you run the risk of heading to the medicine cabinet for bandaids.
