This came loose, inside the 13 SW 4D TS body.

It this the front seat frame? It is all metal.

If it is a 31 Town Sedan.....then it is all metal

There was three different types, but yes all steel with wood to tack the seat material to. Near the top the piece of wood is there to attach a pouch from the other side of the seat.

Are the seat springs that I will need to obtain?
