Default Service Bulletins Question

I am trying to find out when Ford first introduced the parts numbering system used with the Model A Fords. The first reference I found in the Model A Service bulletins was July August 1931. My guess would be that something came out in late 1927 to allow dealers to set up their parts inventories. Maybe it was a dealer bulletin instead of a service bulletin or just a letter. My question is "is there is any reference to the Model A part numbering system in the Model T service bulletins (or other literature)"?

All of the parts books referenced the parts # system, what are you asking because it is not clear to me.

I am trying to find out how and when the logic behind the assignment of part numbers was released to the dealers. The system may have started by assigning groups of numbers to groups of engineers but I don't know. I think the Model T had a similar system (with different groups) but I don't know for sure.
