outside handles

New here. I just bought a 31 Vicky. I`m putting new outside door handles on. The one on the driver`s side went on, no problem. The pass side worked befor I took it off. I am putting a locking handle on and it seems to act like the handle is locked. It works from the in side. I just put a piece of square stock in the hole and still not working. ANY help!!!!
