Would I have anything to gain by putting 1934 front brakes on my early 1928 Model A, or would there not be enough difference to bother with the work involved?

I put '35s on my '30 coupe and it was a big improvement. They have wider shoes than the '34s but I think the conversion would be noticeable. It's not a difficult job at all, probably the easiest project I've done on the car. All you need is the spacer that's used when converting to hydraulic brakes. Swap the backing plates, slide on the spacer, install the drums, and reconnect brake rod to actuator. You keep everything Model A (spindles, king pins) other than the '34 drums,bp's, and actuating pins.
