title/ registration
does the state of Georgia have titles for their vehicles, or is it only a registration? am thinking of buying a car located in Georgia, but owner has only registration in his name. any info would be appreciated , thanks---Jim

Any vehicle here in the state of Ga only requires a bill of sale if it is built before 1986.

During the past eighteen plus years I have purchased many vehicles, cars and light trucks in various states, Alabama, South Dakota, and Montana, to name a few, which I brought to California.
In every instance, if I purchased vehicles that were not licensed/titled, i.e., had license plates, registration and a title I had problems getting a clear CA title, etc. I have had several vehicles that had notarized Bill of Sales in lieu of a title, etc., in all cases the state DMV would not accept the notarized Bill of Sale because the notarized Bill of Sale only indentify's the person that signed the Bill of Sale.. My advise would to contact the local DMV office, asked them what they will accept as legal documents of ownership for out of state vehicles.. As a general rule they will require that the vehicle have license plates, even if they are expired, registration, a clear title, and that the serial number on the vehicle match the numbers shown on the paper work. In most instances, a number on the engine don't work, the DMV will want the serial number that is stamped into the frame/chassis or is attached to body via rivets, etc. I generall arm myself with info from the Standard Catalog of American Cars, which shows the location and number sequence for vehicle ID numbers.

I recently bought a car from California with no title but had a valid bill of sale and a VIN ID from CHP the state of Washington will not accept these documents and insist I take the vehicle to a designated WSP/DMV office for inspection I bought it as project with no engine so if I take it there with no engine then they will need to inspect again when I get it on the road. Very frustrating I called California DMV and asked about getting a temp title since I have all Ca. documentation other than the title they say $600.00 it was claimed as a non op car therefore the previous owner registered as such but didn't get a title . It seems these states could agree on their own paperwork and know with the proof shown it is a non stolen and legitimate vehicle that could be easily titled.

I don't know if your state has them but after a month of getting the runaround from several different official State run MVD offices in 2 different towns I went to a contract/independently run MVD office. If they have them where you are, some of them charge more than others so call and ask about their fees first. They were so happy to get a customer with something other than 'just another generic Toyota' that they all came outside to stare at the car then processed the paperwork without any questions and let me pick out a license plate with the numbers and letters I preferred. I think it only cost an extra $25 or so more than the regular title/reg. fee. Boy did I feel dumb for not going there sooner. . Last edited by dmsfrr; 04-04-2015 at 12:42 PM. |

What most people fail to recognize is that all of the States are in their mind, sovereign nations and therefore they can set their own laws/rules, so long as they don't run afoul of the federal laws.
As we all know, twenty-five plus years ago we could walk into the motor vehicle office with very little paperwork on a vehicle, fill out a Statement of Facts regarding the vehicle, plunk down a few bucks, walk out with license plates and registration, the title would show up from the state in a few weeks.. That was before people started to clabber rat rods together from vehicles they stole from a farmers open field, and/or went out too the local wrecking yard and took a VIN plate off of a car, sticking same in their pocket. As I have stated before in some of the many responses I have made to title/registration questions here on the Barn.. Many of the southern states are infamous for their very lax vehicle registration/titling laws, whereas the majority of the Western States have titled vehicles since the 1930's.. Walk into the CA DMV with paper work on a vehicle from Alabama and they will almost escort you to the curb.

Might be worth the drive up to Sunshine or Talkeetna. They used to be a little easier to deal with up there. AK still rules, it's the only state I know of that prints the new title on the spot, no waiting for it.
Still, the last time I tried to get a title there, they wanted me to do the whole registered letter, appraisal, surety bond thing. I found it a lot easier to have a wrecker driver I knew do it on their impound system. |

The primary ID for the majority of vehicles is done via license plates. with the VIN being secondary, the exception is when you apply for insurance. The insurance company's have programs in their computers that instantly identify a vehicle via the Serial/Vehicle Ident number..
I recently purchased a '64 Chevy C10, extended cab, (spl body with a back seat). The truck had been out of service for over ten years, no engine/trans. The owner had placed the truck on a non-op status, which was the correct thing to do here in CA. Using online info, we decoded the VIN, the truck was actually a C20, V8 4spd made in GM's Fremont, CA plant.. The Fremont plant is, was, generally a GMC plant. The VIN body designation was pkup.. When I went to re-register the truck the ceiling fell in on me.. The DMV claimed there was $900. in penalties due against the truck. I told the clerk this could not be, I had supplied her with the non-op form, title and most current registration. Because of the penalties against the truck I was told that I would have to make an appointment with a special clerk. Knowing that I would have to have insurance on the truck before the registration process could be completed, I went to the Auto Club to get insurance on the truck. Another problem.. The body style did not show up in their program.. No such thing as a club/extended cab in '64. I told the clerk that the body was a variation of a suburban, having the same back seat and widows without the rear barn doors or tailgate. Doing some searching through her computer she found that GM made 3 door crew cabs in '64-66, and later. My truck is not a crew cab, it is an extended 2 dr. Long story short, the Auto Club decided the truck was a special built cab. I went to a independent DVM broker/office. For $150. they went and did battle with the state DMV. The info that the state had in their computer was wrong, someone had transposed numbers.. I did not have to pay the penalties.. Doing on-line research I have found three trucks like mine and one GMC crew cab..

Ok the question was - what is required in the state of Georgia and here it is right off web site . I have 3 vehicle that fall into this class and have no title for any of them but we're registered and tagged by presenting bill of sale . I am only referring to the state of Ga you need to check and see if you can bring vehicle to you state .

Ask owner if Ga issues a voluntary title. When I moved from Ms to Oh that's what I did. Don't know how much has changed since 1975. |

Ohio also prints the titles on the spot, at least as of November 2013 (I moved two months later) If it is not a salvage or bonded title, one of the girls in the DMV will come out and check the VIN tag for an out of state vehicle.

I guess I was lucky. My PU had current CA plates & signed Pink slip, although neither were in the name of the person I bought the vehicle from. Quick trip to the Alaska DMV with Pink in hand, filled out the Alaska paperwork, handed over ~$200 (fees for new title & registration + 2-years tags) and I was out the door in 15 minutes with a new title in my name and "Collector Car" plates. No inspection, no nothing.
