For the process I use to restore a carb, do a search on my posts. I have posted it at least trice over the last two years. I am on a smartphone today so it would take too long to type out..
I can tell you just spraying or soaking in cleaner is not going to work if it is plugged up with rust and junk.

Q. Can someone tell me what the gav on carb is for ?
A. Click on the link and read the bottom of the page "The GAV Explained" If you attempt to remove the GAV you will need a special deep socket wrench as mentioned here on Fordbarn in previous posts. If the hex portion of the valve is rounded off by someone having taken a pliers, or ill fitting wrench to it, apply heat to the base of the GAV where it threads into the body of the carb. A propane torch will do the job. When heated, plunge the carb into a bucket of cold water. This will shock the threads loose and then try loosening the GAV with a small lock jaw pliers. Clean the passage at the bottom of the GAV with a paper clip and carb cleaner. http://www.model-a.org/how_carb_works.html |

A couple carbs I had to remove the plugs and use a small drill bit to clean the passages. |

Soak in evaporust shaking the carb to get it everywhere and shaking it a couple more times as it soaks to to get "new" fluid to the tight areas. Then a cleaner with a straw and then air.
