Default Mating Original Rear Fenders to Brookville Rear Quqrter Panels

Mating original ‘29 rear fenders to Brookville 1929 Roadster quarter panels.
I am having a problem getting proper spacing for the weltjng between an original undamaged rear fender and a Brookville quarter panel, I can’t get the space to be narrow enough. The problem is, the mating angles of the Brookville 1/4 panel and the fender are different . When bolted in place the mis-matched angle of the ¼ panel keeps the fender too far away to allow a tight fit of the welting.
Has anyone had the problem and come up with a solution?
