Default Park brake lever removal

On my 52 F1, I can't get the top two bolts out. The two that are at the top up under the dash I can turn them back and forth about a quarter turn but then they then feel tightened up in either direction. There isn't a lot of room to get a good look at the bolts. In any suggestions as to what's going on here.

Ok, I got it or at least one bolt out. It's just very tight. No mystery after all.

I believe they are metal locknuts and can be tough to remove. I've had to grind them off one truck as the bolts broke off and could not get a drill in there.
