My starter used to do that. I'd carry a hammer and when it wouldn't start I'd give it a couple of whacks on the side of the starter to jiggle the worn out brushes down against the commutator for another start. You might try that. If it works you know it's your starter. Probably just the brushes. Cheap simple fix if that's all it is.
