Sounds to me like the racers used the air-pressure outlet to pressurize their fuel tanks - instead of the good ole' hand pumps that most had back in the day. I've seen other "dual stage" pumps that were designed to pull vacuum to help with the wipers, etc . . . this one appears to be a pressure pump instead. Interesting!
