I don't think the ban would apply to automobiles. Only homes and businesses where they suck more energy from the grid. At some point these old automotive bulbs will become obsolete when there is no longer enough demand to manufacture them. Stock up a lifetime supply of them if you're into originality.

Yeah I've done that as I'm semi-purist. Tail lights and dash lights are pretty cheap at Rock Auto. The #6006 (the common 6 volt) and #6024 (common 12 volt) are cheaper on there than going to the part store. Same for the more modern 9004 & 9007 headlights that are found on 90s and 2000's vehicles
