Could you have a defective diafragm inside the pump and the gas is going into your crankcase. Is there junk inside your gas tank that's impeding the gas flow or clogging filters or screen inside pump? Is there a gas leak anywhere?

How would you prime the pump..... bowl is currently empty, dry....

With the inlet line open, squirt some fuel in. Or, if you had the pump loose, put the inlet in a source, and work the pump by hand.

Odds are that you have an air leak. Fuel will not leak out, but air will enter and prevent the pump from filling with fuel. Filters are sold with stupid spring clips that never seal against air leaks. Go back to the auto supply and buy hose clamps for the win.
