Default 36 pickup running board bolts

When I took my running boards off the right side was held with 2 carriage bolts on the front bracket and 3 on the back bracket. Same on the left side except for the extra one that also held the fuel line. Now I'm putting them back on after the restoration. My question is that there are more holes that line up with the frame and the running boards. Should all the holes have a bolt in them or were some never used?

Some were never used pn pickup. Frames are same in passenger and pickup but the running boards are different and use different holes.
