Paint problem

I walked into the garage and saw a large flake of paint next to the front tire. I saw there were other large flakes hanging down. I pulled and all the paint fell from the underside of the fender. You can see from the photos how large the paint flakes are. In the second photo, you can see how clean the underside of the fender is.

My problem is the owner didn't give me the information on the folks that painted the car before he died. I know the job was done near Atlanta, Ga. around 2009. I sure hope one of the members can help with this riddle. Thanks in advance. Bobby
