I am working on a 1929 Murray Body Town Sedan. I had to replace the Header. First, if you can plug the screw holes do it. Replacing the header is a real pain, and my body was stripped down.
When you say the screws will not stay tight are you talking about the wood screws that hold the metal strip to the bottom of the header or about the 1/4 inch machine screws that hold the hinge to that metal strip. The machine screws go into D nuts on the metal strip.
To do it correctly you will need to remove the sun visor and the top material. Remove the nails and pry up the side metal about half way back so you can get a right angle screw driver in to remove the wood screws from the top wood. You will have to undo the ends of the drip rails.
Classic Wood in North Carolina makes the Headers. A little sanding required. One of those 1/2 inch wide air belt sanders works great.
