I bought a '32 PU from someone in the state of Massachusetts and they did not have titles in '32 so I was told. I got a bill of sale from that owner plus the name, address, etc., of the original owner. Before I tried titling this truck in Maryland, I wound up selling it to someone here in MD. He took the bill of sale that I had gotten and went to a titling service, I believe in Hagerstown. They took care of everything and got a new title for the truck through the MVA. That was about four years ago, so maybe things at the MVA have changed.
I have also found the MVA in Bel Air, MD to be very good people to deal with on some recent title changes and antique tag registration. Good luck!
