When you look at the bidder's history page and they have done 100% of their historical bidding (or nearly 100%) with this particular seller, you can be pretty sure they're a SHILL.
As far as the final bidder-- if it's a SHILL then the transaction never really goes through, if not, then the buyer has been snookered. It may not be illegal but still seems awfully unethical.
