My hunch tells me the backstory goes like this: car belonged to the original seller's father in law who passed away. The car sat around and started getting eaten in a barn in WV. The seller put it on BAT and it looks like one of the people on there got it to run...kind of.

So the guy in California throws a bid on the car, not really knowing what he's getting into (this bid was his only activity on BAT). He has it shipped from WV to CA (good golly!) and then stores it away for another day.

Finally gets around to working on it after a couple of years and is like "well...it won't start..." He does the usual "troubleshooting via parts replacement" process and it still won't start. So...back on BAT it goes.

I'm betting the car just needs to have some maintenance done and it will run. Looks like a nice project for someone.
