I think that the easier way would be to install the wood (sills) on the bed rails and snug them into position. Once that is done, the bed, with the sills attached, can be placed on the rear of the chassis. Make sure that you support the rear of the bed while the bolts are being installed. If you do not support the bed it could fall and be damaged or hurt someone. The holes with the one inch counterbore in the sills take a bolt that is ,437 x 2 inches.
