I think he is talking about the shell to radiator screws that go under the lacing.

"Ford Model A Hardware" book, published by MARC & MAFCA shows those as "Special Flat Head Slotted Bolt, part number A20401, No.12-24 USF x 1/2" long". The closest thing that is being manufactured today is a "pan-head screw". The surface that goes against the metal is flat, not tapered.

These special bolts that attach the radiator shell to the radiator do not go through the lacing. The lacing goes over the heads of the bolts.

He doesn't have the restoration manual or the hardware book. To the average guy they are flat head screws and you have to admit they do look like the screw should go through the lacing. I offered to buy from him the Restoration guidelines and judging manual if he felt it was not worth the money, but have not heard back.
