The carb in the link is simply an industrial carb built for use on the A motor, chevrolet never had a carb like that. They had small carbs similar to a Model T and in 31 switched to downdraft. It has the 4 holes so it can be mounted the standard way or angled to the side to allow for linkages on a generator or such a unit. Your manifold has the 4 holes for the same reason, but on the manifold I would assume it would be for clearance of the 2 carbs rather than linkages for industrial use.
