Default Transition from 7 to 2 tooth steering

The judging standards say that the 7 tooth steering gear was fased out in 1929 in favor of the 2 tooth. What steering wheel was used in 1929 on the 2 tooth column? I have heard of people switching the Spark/throtle lever quadrant from a 7 tooth to a 2 tooth and using the 29 steering wheel with a 2 tooth gear. Usually this was to get a little longer stering column. Was that Ford's practice during the transition period?
