Default 1940 Deluxe fan slipping

Hey all!

I have a 40 coupe with all original running gear. I was trying to turn the engine over by hand the other day and the fan spins on the shaft without turning the motor. I took the fan off the shaft and I don’t see any way to tighten anything there. It just seems to slip inside the housing. My concern is that I’m not getting the RPM out of the fan that I should be at higher engine speeds. Has anyone dealt with this, and is it even a problem? I can’t seem to find any info on it. I can tack weld the fan to the housing, but I’d rather not if it’s designed a certain way.
