Default Emergency Brake Rod query

Having sorted my emergency brake ratchet and pawl issue of last week, it seems I cannot take a trick at the moment! In making the adjustment to the emergency brake rod, so that the emergency brake rod is fully engaged at 3 clicks on the ratchet, the right hand side was no problem. Left hand side - a different story.

I can pull the rod towards the front of the car about an inch before there is resistance. Pull some more and I can move the rod forward a further inch - and in that position it locks into place. I can push it backwards easily enough to original position. Plus there is not retardation of the rear wheel. Both rear wheel hubs were replaced about 6 months ago with new and the emergency brakes relined. Before I jack the car up and get underneath it, any quick ideas on a probable cause? Have I re-assembled the connecting levers / toggles incorrectly? Or is the Emergency Brake Lever slipping on the EB Toggle Lever?
