Question CCPU body block question

I think I know the answer to this but need to be sure. The 1929 CCPU only has 3 body blocks per side with the front one being kind of long with a curved shape. On my cab, this one is sandwiched between two peices of sheet metal from the cowling. Is there another block (same shape) that goes under this one or just the rubber shim? In other words, below the steel and above the splash rail?

Thanks!

Bob
