Default Emergency brake pivot bolt

I'm replacing my '22 rear brake shoes using the one piece lined type. My question is should the pivot bolt be run down tight before adding the rear castle nut? Or, just snug enough to allow the brake to actually pivot? The Service Manual simply states "Insert brake shoe bolt through brake shoe, running bolt down into housing flange; run down nut tightly on end of bolt,...."
