Emergency brake pivot bolt

I'm replacing my '22 rear brake shoes using the one piece lined type. My question is should the pivot bolt be run down tight before adding the rear castle nut? The Service Manual simply states "Insert brake shoe bolt through brake shoe, running bolt down into housing flange; run down nut tightly on end of bolt,...."

I would be tempted to follow the book. But then the shoes you are using are aftermarket so it might be asking questions from the maker of the shoes.
