Default Control arm positions

In a recent post by Stevie649 there are photos of his 1928 steering column clearly showing the control arms, presumably at rest. Looking rearward toward the steering wheel, the two arms are in the 1 to 2 o'clock positions. I have done fair battle with my control rods and arms (1930) and mine both point to 12 o'clock when both rod levers are full up in the start position. While my steering tube is still on the bench, what is the correct position of the arms ?
