Default Front-toolbox: how to set the ignition timing

Hi,

I would like to have a front-toolbox. But they will interfere with access to the crank hole in the radiator.

Question: if I mount such a toolbox, how can I set the ignition timing ? Of course, I could do it with a rear wheel in the air. But is there a better way ?
