Cool sparton horn help

Hi guys , I have a problem with the horn, need some help . Using Les Andrews book as a guide, I've rewound the field coils, 48 turns ea. one cw. and one cc. I installed new brushes, new insulating washers , soldered all the connections , oiled the pads, greesed the wheel, but the horn doesn't work. I'm using a battery charger with the high and start switch in the start position. even hooked up to the batt. I get the same results . THE MOTOR SPINS FREELY when the adjusting screw is backed all the way out ,as I turn the screw in to get the sound , the motor is slowing down.???I searched this site which had all good info. but nothing relating to this problem. before the rebuild the horn worked better, just not the right sound and now its worse. Can any one shed some light on this??? thanks THE HOOCH
